No. This page covers what it costs to buy views here, $0.40 down to $0.32 per 1,000, and we give no figures for what Meta pays creators. Payouts follow Meta's own eligibility rules and the views it counts as qualifying, and a bought view count does not build toward one.
Does the package price include every fee?

What happens if delivery fails or the view count falls later?
